believe that when it is
known that a naval vessel is no longer usable, it should no longer
exist. The American tax payer needs to not be paying for storing a ship
that is totally not usable. The compartments of Navy Oilers make them
desirable for the building of reefs along our shores and there they
should be placed as soon as possible, helping the growth of sea life.
Other ships should be scrapped quickly to put their steel back to work.
Some could also be used as targets to keep our service people trained
and new weapons checked for accuracy.
